CDLG Project
UNDP supported Capacity Development for Local Governance (CDLG) Project aims to strengthen institutions and processes at various levels to bring about behavioral changes through increased motivation, joint decision making, provision of resources (i.e. networks, resource persons/institutions, training course materials, information, innovative solutions and methods) and personal empowerment.

With a total budget of USD5.5 million, the CDLG Project (2008-2012) has two components: the national component and the State component. Ministry of Panchayati Raj (MoPR) is the implementing partner at the national level. At the State level the project is being implemented in seven UNDAF States, including Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Orissa, Rajasthan and Uttar Pradesh, through the State Panchayati Raj Departments (PRDs) and the State Institutions of Rural Development (SIRDs).The key components of the project include providing assistance for:

1. Strengthening capacity development strategies
2. Policy research and network support
3. Advocacy and sharing of good practices
4. Community empowerment and mobilization
5. Project monitoring, evaluation and capacity development

The project strategy follows the outline of the National Capability Building Framework (NCBF) developed by the MoPR, GoI. It is expected that the elected representatives and officials associated with the Panchayati Raj Institutions (PRIs) would be able to improve their capabilities to perform their functions better through the outputs produced under the CDLG project.

Over the last two years, 2009 and 2010, a number of activities were undertaken at the National and State level and a variety of products have been developed, which are being provided here for general reference and use.
